The Emergency Grants Programme of ProtectDefenders.eu provides urgent, flexible support to human rights defenders facing immediate risk due to their peaceful human rights work. The programme helps defenders implement essential security measures to protect themselves, their families and their organisations. All human rights defenders worldwide may apply except nationals of European Union countries. For emergencies, a 24/7 helpline is available for immediate assistance.
Who they support #
The programme supports a wide range of at-risk defenders, including individuals, families of defenders, informal groups, unregistered collectives, registered organisations and alliances. Eligible applicants include Indigenous rights defenders, environmental and climate activists, LGBTQI+ defenders, disability rights activists, land and refugee rights defenders, women human rights defenders, groups working on children’s rights and other human rights defenders operating in difficult contexts.
Geographical focus: Global, excluding EU nationals.
What support is available #
Financial support may include:
- Emergency medical treatment and psychosocial care
- Legal fees, court costs, criminal representation and appeal expenses
- Relocation, rest and respite
- Secure transportation or evacuation
- Safe housing and securitising premises
- Secure equipment and digital protection services (including VPNs and malware protection)
- Wellbeing support
Non-financial support may include:
- Advocacy at national and international levels
- Risk assessments, fact-finding and urgent monitoring
- Donated or discounted hardware and software
- Pro bono technical or expert support
- Trainings and security guidance
- Emergency appeals
- A 24/7 security helpline
Additional longer-term support may include core funding, project funding and seed funding.
